Andrius Jaržemskis
Dr. Andrius Jaržemskis is the founder and Managing Director of Smart Continent Management Institute and has worked in management consulting since 2005. He delivers independent internal audits, assurance and advisory engagements for shareholders, boards, executives and public-sector decision-makers.
His work focuses on organisational performance, internal control and risk, process improvement, strategic and operational planning, benchmarking, and the design of objectives, accountability frameworks and performance indicators. He helps organisations assess not only activities and outputs, but also the outcomes and impact achieved.
His experience spans public institutions, regulated sectors, infrastructure operators and private businesses. He also has extensive experience in European research and innovation programmes, including Horizon, FP6 and FP7 projects and international research consortia.
Dr Jaržemskis holds a PhD focused on logistics and a Master’s degree in Economics and Management, as well as the academic title of Associate Professor in Social Sciences. He is an IPMA Level C certified project manager, teaches Global Business and Business Logistics at university, and is the author of the textbook Fundamentals of Global Business.

Ieva [Eva] Girdvainienė is a PMP-certified project manager and holds a Master’s degree in Economics. She works as a management and public policy consultant, leading complex evaluation, research and strategic advisory projects for public institutions, international organisations and research consortia.
Her professional focus includes policy and programme evaluation, impact assessment, strategic planning, performance management, stakeholder engagement and evidence-based decision-making. She has extensive experience in designing and implementing evaluation methodologies, coordinating mixed-method research, conducting stakeholder consultations, and translating research findings into practical recommendations for decision-makers.
A significant part of her work is related to European research and innovation programmes, including Horizon Europe projects and international consortia. Her interests include the design and facilitation of co-creation processes, Living Labs, participatory workshops, stakeholder engagement frameworks, user-centred research and other collaborative methods used to develop, test and refine policy and service solutions.
Her experience spans mobility, social and societal challenges, inclusion and diversity, regional and urban development, public administration, organisational change, and people-centred transformation processes. She is particularly interested in projects that combine evaluation, research, stakeholder engagement and co-creation to support better policy design, institutional learning and measurable societal impact.
Aurelijus Jaruševičius
Aurelijus Jaruševičius is a Partner at Smart Continent Management Institute and a public policy and regional development expert with extensive experience in local government, strategic planning and the coordination of regional development projects. His professional background spans both representative and executive branches of local government, providing a comprehensive understanding of public administration, policy implementation and stakeholder engagement at municipal and regional levels.
His work focuses on public policy analysis, strategic and territorial planning, regional development, investment attraction, and the design and implementation of complex development initiatives. He has coordinated and contributed to projects related to sustainable mobility, renewable energy, economic development, industrial and investment zones, as well as urban and regional transformation. He supports public institutions and development organisations in identifying priorities, designing evidence-based solutions, and translating strategic objectives into practical actions and measurable outcomes.
Aurelijus has significant experience in coordinating cooperation between municipalities, government institutions, businesses and local communities. His expertise includes the preparation of strategic development plans, policy evaluations, investment project portfolios and regional competitiveness initiatives. He is particularly interested in approaches that strengthen territorial resilience, improve public service delivery and enhance the long-term attractiveness of regions for residents and investors.
He holds a Master’s degree in Social Sciences and specialises in public policy analysis, governance and regional development. His professional interests include evidence-based policymaking, strategic management, sustainable development, local governance innovation and the effective implementation of public investment programmes.
Asta Adamonytė
Asta Adamonytė is a strategy and organisational performance consultant with extensive experience working with public- and private-sector organisations. Her professional expertise includes strategic planning, organisational performance and efficiency, process management and improvement, LEAN methodologies, policy and programme evaluation, feasibility studies, risk management, and the design and assessment of management systems.
A significant part of her professional work is focused on the public sector. She advises ministries, municipalities, public institutions and other organisations on strategic development, organisational improvement and performance management. Her experience includes the preparation of municipal strategic development plans, public policy and programme evaluations, feasibility studies, organisational and process assessments, and the development of objectives, measures and performance indicator frameworks.
She helps organisations translate strategic priorities into practical solutions, analyse and redesign processes, eliminate non-value-adding activities, optimise workflows and improve operational efficiency. By applying process management and LEAN principles, Asta helps organisations clarify roles and responsibilities, establish performance indicators, identify the root causes of process inefficiencies, manage risks, and develop effective monitoring and performance management systems. Her work connects strategic, organisational and process perspectives, linking long-term objectives with day-to-day operations and measurable results.
Asta also has extensive experience in the design, integration, improvement and auditing of management systems based on international ISO standards. She is an IRCA-certified management systems auditor. Her expertise includes integrating ISO requirements into organisational processes, risk management, internal controls and continuous performance improvement.
In addition to her consulting and evaluation work, Asta delivers professional training and facilitates strategic sessions, stakeholder discussions, workshops and working groups. Her training and practical sessions cover strategic and process management, LEAN, organisational efficiency, risk management, management systems and organisational improvement. She works with management teams, public-sector decision-makers, employees and other stakeholders to structure complex issues, establish priorities and translate discussions into practical decisions and actions.
