Smart Continent Management Institute participates in European research and innovation projects addressing complex societal, environmental and economic challenges. We combine applied research, policy expertise, stakeholder engagement and local implementation capacity to help international consortia turn ambitious ideas into practical and transferable solutions.
Our experience spans Horizon Europe, Horizon 2020, FP7 and other European cooperation initiatives. Applied Research & Evidence
We design and conduct research that supports the development, testing and evaluation of new policies, services and organisational solutions.

Pilots & Local Implementation
Smart Continent acts as a bridge between European research and local implementation. We help consortia identify suitable pilot environments, engage public authorities and stakeholders, adapt solutions to national conditions and collect evidence from real-world application.
Our local knowledge and professional networks are particularly valuable for projects requiring research, validation, stakeholder engagement or pilot implementation in Lithuania and the wider Baltic region.
We can also support the transfer and replication of solutions between countries, cities and organisations operating under different institutional and socioeconomic conditions.
Stakeholder Engagement & Co-Creation
Meaningful innovation requires the involvement of those who will use, implement or be affected by project results. We design and facilitate stakeholder engagement processes involving public authorities, businesses, researchers, practitioners, communities and end users.
Our methods include interviews, surveys, workshops, focus groups, national working groups, co-creation sessions and structured consultations. We help consortia gather relevant knowledge, reconcile different perspectives and convert participation into useful research and implementation outcomes.
Impact, Evaluation & Policy Uptake
We support projects in defining, measuring and communicating their expected and achieved impacts. This includes evaluation frameworks, indicators, baselines, monitoring approaches and methods for assessing social, economic, environmental and institutional change.
We also contribute to policy recommendations, transferability, replication and exploitation activities. Our public policy experience helps consortia connect project results with European, national and local priorities and identify realistic pathways for their adoption after the funded project has ended.
Support for Coordinators and Consortium Partners
Smart Continent can participate as a research partner, local implementation partner or specialised contributor responsible for a defined work package or task.
We support consortium development through research design, policy analysis, stakeholder engagement, pilot implementation, impact assessment and the preparation of policy-oriented outputs. We offer reliable delivery capacity in Lithuania and the Baltic region while contributing to research and cooperation at the European level.

Smart Continent has participated as a consortium partner in European research and innovation projects including TInnGO, CIVITAS PORTIS, CIVITAS SUITS, METPEX, AP2050+, DISTENDER and CO-SECUR.
This institutional experience covers sustainable and inclusive mobility, transport service quality, climate adaptation and mitigation, urban transformation, social innovation, public security, stakeholder participation and evidence-based policy development.
Our institutional experience is complemented by the earlier FP7 experience of our leadership in transport and logistics research projects including CLOSER, COFRET, BESTUFS II and BE LOGIC, undertaken through a university research institution.
Climate, Energy & Resilience
We contribute to research and innovation addressing climate change mitigation, adaptation and resilience. Our expertise includes policy and socioeconomic analysis, participatory planning, impact assessment, scenario development and the evaluation of alternative policy measures.
Through the Horizon Europe DISTENDER project, Smart Continent has contributed to the development of integrated climate adaptation and mitigation strategies, combining analytical evidence with stakeholder participation and economic evaluation.
Our broader work for public authorities includes energy and climate planning, renewable energy, energy efficiency and the assessment of environmental, economic and social impacts.
Buildings & the Energy Transition
Buildings are central to Europe’s climate and energy transition. Smart Continent brings substantial national experience in building renovation policy, energy efficiency, housing, public infrastructure and investment planning.
We conduct feasibility studies, policy assessments, socioeconomic analysis and evaluations of measures intended to improve building performance and reduce energy consumption. This experience enables us to contribute to European projects that require an understanding of regulatory frameworks, financing needs, institutional capacity, user behaviour and the practical implementation of renovation and decarbonisation measures.
Our value in this field lies in connecting technological innovation with public policy, investment decisions and the needs of building owners, residents, municipalities and other stakeholders.
Society, Inclusion & Citizenship
Technological and policy innovation creates lasting value only when it is trusted, inclusive and responsive to the needs of society. We contribute to projects exploring social innovation, inclusion, citizen participation, public trust and the relationship between institutions, communities and technology.
In the Horizon Europe CO-SECUR project, Smart Continent contributes to research on socially accepted and co-produced security solutions for public spaces. The project uses evidence reviews, case studies, stakeholder participation and co-creation to strengthen trust, security perception and responsible innovation.
Our experience also includes gender-sensitive and inclusive mobility, accessibility, public service improvement, community engagement and the involvement of citizens in policy and service design.
Mobility, Transport & Logistics
Mobility remains one of our established research fields. We have participated in European projects addressing sustainable urban mobility, transport accessibility, user experience, behavioural change, logistics and the transfer of innovative solutions between cities and regions.
Our project experience includes TInnGO, CIVITAS PORTIS, CIVITAS SUITS, METPEX and AP2050+. These projects have involved cooperation with cities, transport authorities, universities and research organisations from across Europe.
We complement this European experience with extensive work on sustainable urban mobility plans, public transport, rail and road infrastructure, ports, freight transport and supply chains.
